Some international orders are being declined by CyberCash.

A lot of international customers may be complaining about being rejected by CyberCash, although all of their information is correct.

CyberCash will only accept three characters for the country name. But, they don't care what the characters are. So if the customer puts a message on their site that says "Country: must be exactly three characters" it should solve the problem that you're seeing.
