Why does the mouse help show in English when the page is in a different, non-English language? ( Netscape )

When viewing a non-English interface, if you hold the mouse over buttons on the screen, the pop-up "bubble help" will show in English text rather than the localized text, even though the button is in the correct localized text. English also shows up as the placeholder when the page has loaded but the graphics are still loading.

This is a Netscape error. Netscape mistakenly displays the button variable name rather than the Alt text. The variable names are not translated because they are used by the code. You will always see English when variable names are displayed.
IE correctly displays the Alt text.
