Why am I receiving a "ComponentMoveData...(Error Number: -103) " error on my upgrade attempts?

While attempting to upgrade my store, an error is encountered. When I proceed with the upgrade, I run into various post-upgrade problems (ie: corruption of .aa files) that require additional attention to correct. The error:

"ComponentMoveData had the following error:

Media Name: DATA
Component: ShopSiteOutput
File Group:
File: ComponentSelectItem tried to select a component that was grayed out. (Error Number: -103) "
Solution ID: S04201

This error is suspected to be generated as a result of a .dll running when the upgrade is attempted. To minimize the chances of encountering, it's recommended to turn off the web server before running an upgrade using standalone CGIs. This precautionary step is not needed if you're adding a store to a shared CGI environment.
A work-around is also incorporated in the current version of the ShopSite43setup.exe install kit posted at shopsite.com. Using the latest version of the install should resolve.
